Vehicle transfer in Artigas
The Intendencia de Artigas publishes the documents for a transfer, but not its current cost or how to book it.

Documents
According to the document Tránsito y Transporte, Servicios y Trámites, from February 2021, for the transfer of a motorcycle or a car:
- The seller and the buyer go to sign before the official.
- A photocopy of the seller’s and the buyer’s ID cards.
- The buyer’s Registro Único de Contribuyente Municipal (RUCM, municipal taxpayer number), from the Oficina de Tributos.
- The seller’s certificate of no debt (libre de deuda), from the Oficina de Tributos.
- The registration card (libreta de propiedad).
- A photocopy of the receipt showing the vehicle tax is paid.
- A photocopy of the valid compulsory insurance.
- The vehicle, for the inspection.
- The transfer stamp, from the Tránsito cash desk.
The page Documentación a presentar en trámites de la División Tránsito, from 2013, adds two cases:
- By notarial certification: the buyer’s and seller’s signatures certified by a notary and also signed at the Tránsito administrative office, with a photocopy of the buyer’s ID card, the registration card, the vehicle for the inspection, the buyer’s RUCM, valid insurance and the seller’s certificate of no debt.
- By title: the original and a copy of the title or testimony, a photocopy of the buyer’s ID card, the vehicle for the inspection, the buyer’s certificate of address, the RUCM and valid insurance.
The 2021 document also names the transfer under article 65 of the plan de recursos: a file is opened at the Oficina Reguladora de Trámites with a note to the Intendente with the vehicle’s details, the owner present, the buyer’s and seller’s ID cards, the purchase agreement signed by both and the certificate of no debt.
Cost
We didn’t find the current cost of the transfer or of the stamp on an official page: ask at 1884. For the transfer under article 65, the 2021 document names a municipal stamp of $ 129 and $ 198 for sending the notification by post.
Where
The Intendencia’s phone: 1884. According to the 2026 list of extensions, in Tránsito, Empadronamiento is extension 1530 and the cash desk 1525. The Sede Central is at Avenida Carlos Lecueder 472, city of Artigas, Monday to Friday, 12:00 to 18:00. We couldn’t confirm that the Tránsito office is at that address.
