The vehicle’s registration card is issued by the intendencia (the department’s government) where it’s registered, and each one names it its own way: libreta de propiedad, libreta de circulación or Documento de Identificación Vehicular (DIV). It isn’t the title: the title is the bill of sale the notary draws up, registered with the Registro de la Propiedad Mueble.
- Registering (empadronar) is recording the vehicle with the intendencia: a new one (0 km), or one coming from another department (re-registration). They give you the registration card and the plates.
- The duplicate is requested if the registration card is lost, stolen or damaged, with the police report in the first two cases.
A used vehicle already registered in the same department isn’t registered again: it changes owner. See vehicle transfer.
