In Rivera the registration card (libreta de propiedad) is issued by the División Trámites y Habilitaciones of the Dirección General de Tránsito, at Agraciada 570.

Register a 0 km vehicle
The registration page asks for:
- The original invoice, in the name of the person registering.
- The SOA.
- ID card, original and photocopy.
- Proof of address: an OSE, UTE or Antel bill, or the residence certificate from the Jefatura de Policía.
- The registration letter: a note from the selling company asking for the vehicle to be registered.
- The vehicle, for inspection.
You can start online with the SUCIVE form. Then you go to Trámites y Habilitaciones with the original documents, so they can check them against what you sent; the technical inspection is done and, if there are no remarks, you get the plate and the registration card, always at Trámites y Habilitaciones. It can also be done in person, at Trámites y Habilitaciones, the municipalities or the juntas locales.
A vehicle from another department
The re-registration asks for proof of address in the vehicle owner’s name, the ID card (original and photocopy), the SOA (original and photocopy) and the vehicle for inspection. It’s done in person, at Trámites y Habilitaciones, the municipalities, the juntas locales or the office in Montevideo. If you’re changing city, the owner or a representative attends.
A news item from the Intendencia on 04/07/2022 announced free re-registration for people living in Rivera, without booking and with numbers handed out at 8:15. The catalogue page, updated on 17/04/2026, lists the costs below. We couldn’t confirm whether it’s still free: ask at 4623 1900, extension 160.
Duplicate
For loss, the duplicate asks for the vehicle for inspection, the SOA, the ID card and the police report or loss certificate. It’s done in person.
