Driver’s license in Río Negro
In Río Negro the license is handled by the Intendencia’s Departamento de Tránsito, in Fray Bentos, and the first time includes the road safety talks.

First time: A and G2, car and motorcycle
The Tránsito page asks for:
- Go to the Departamento de Tránsito to start the procedure: you pay for the permit and any pending fines you have.
- Hand in your valid ID card, a valid health card (carné de salud) and the certificate of the road safety talks. You must be 18 or over.
- You sit the theory and practical exams. For the practical one you go with a companion holding a valid license suited to the vehicle, the vehicle in good condition and valid insurance.
The first car or motorcycle license is valid for 2 years.
Motorcycle up to 50 cc without gears
From age 16, with a valid ID card, a valid health card (the adolescent health card), the certificate of the talks, a birth certificate issued within the last 30 days and the authorisation signed by both parents or guardians, with their valid ID. You sit the theory exam, with the motorcycle’s registration card, its patente and insurance up to date, and a companion with a license. It’s valid for 2 years.
Moving up a category: B, C, D, E, F and H
A valid ID card, a valid health card, the criminal record certificate and your previous licenses or the loss or theft certificate. You sit the theory and practical exams, on the same terms. The validity depends on the category and on any conditions you have.
The talks
They’re compulsory to get the license for the first time or if yours expired more than two years ago. According to the news item of 15/06/2025, from Young, they’re held at the Casa de Cultura on Mondays and Wednesdays, 8:30 to 10:00.
Renewal and duplicate
The Tránsito page publishes their cost but not their requirements. We didn’t find on an official page what to bring to renew or duplicate the license: ask at 1935, extension 1519, or at [email protected].
Cost
1.25 UR, according to the Tránsito page, for the first time, renewal, the duplicate and moving up or down a category, for cars and motorcycles. The page doesn’t say which month’s UR; the DGI publishes each month’s value.
